Late Payments to Vendors

Late Payment To Vendors - New Interest Rate - FY 2008

The FY-2008 interest rate applicable to late payments to vendors has been set at 5.23% per annum, computed on a 360 day calendar, or $0.0145 per $100 per day, which will be in effect July 1, 2007 through June 30, 2008.

This interest rate is provided by the State Treasurer based on the average interest rate for thirty day time deposits of State funds during the last calendar quarter of the last preceding fiscal year. (Titles 62, § 41.4a & 4b and 74, § 840.14; and the OSF Prompt Payment Rules/Regulations) Link

P-Card Fraud
I would like to alert you to a possibility of fraud on some of our OSU p/cards. Bank One has alerted me to several instances of internet charges to a company called www.shocktees.com based in London. This has affected several of our p/cards and as the bank comes across these charges a temporary hold is being placed on these cards. If you see any charges on your p/card or on cards you approve that appear suspicious, please alert the bank IMMEDIATELY at 800-316-6056. It appears that a series of card numbers may have been compromised. The bank is working to identify these charges and is contacting the cardholders as they come across them. One of the Bank One employees asked for the cardholder to give their card number over the phone. This is something we never advise doing. Please call the bank back at the number above and ask for the Security Division. They will know what is going on and will not mind that you are being careful with your card number. I would also appreciate a brief e-mail notifying me of any cards in your area that have been compromised. Thank you for your help and prompt attention to this matter. P-Card Training Schedule

Purchasing card training sessions open to anyone who needs to learn more about the P/card program: cardholders, card approvers and financial people will be held on the following dates and times:

You may register for these sessions by calling Human Resources at X5374. Following the presentation, there will be instructions/training on form completion and web-based reconciliation. To review guidelines prior to the training sessions, they may be downloaded from the Purchasing website. - Posted 11/29/06.

 
Purchasing Seminars for Faculty and Staff

The next regular Purchasing Seminar will be Thursday, October 23, 2008 from 9:00 - 11:00 in room 412 of the Student Union.

Sales Scams
Purchasing has received notice from a department that a company has been using devious methods to obtain payments and commitment for additional payments.  Apparently this company will record your call if you phone to question an invoice and play back part of the call later, when it is again questioned, as proof of purchase.  The complaining department also claims that a check from this company has been received and inadvertently deposited.  This action commits the department for further charges in a familiar scheme.  A quick web check indicates that other organizations have had similar experiences with this company. 

Be alert to such scams.  Every invoice should have a purchase order number that can be easily verified otherwise it should be discarded.  If the company cannot produce a purchase order number for the purchase they have no sale.    Posted 03/16/04, edited 7/9/04.
